  • Meeting Schedule

    The Board of Education holds regular monthly meetings, open to the public, on the second and fourth Tuesdays, unless indicated otherwise. Meetings are held at the Charlotte-Mecklenburg Government Center, 600 East Fourth Street, Charlotte, NC 28202, unless indicated otherwise on the meeting schedule.

    Closed Session: The Board begins closed session in the Chamber Room of the Charlotte-Mecklenburg Government Center at 4:00pm before each regular Board meeting, unless otherwise stated.

    Regular Session: The Board meets in regular session beginning at 6 p.m. in the Chamber Room of the Charlotte-Mecklenburg Government Center unless otherwise noted. 

    Public comments are scheduled for the first regular meeting of the month. Public Hearings may be held as necessary at any meeting of the Board. Speakers must attend the meeting in person to be eligible to speak.

    Public Participation in Board Meetings     

    To be eligible to speak, speakers must register using one of the following methods:

    • By telephone at 980-344-7508, no later than 12:00 pm on the day of the meeting
    • By email no later than 12:00 pm on the day of the meeting
    • By online form no later than 12:00 pm on the day of the meeting

    Pursuant to Board Bylaw B-BEA/B Board of Education Meetings: 

    • Speakers will be allotted two (2) minutes to address the Board. The actual time afforded to each speaker may be reduced by the Board Chair based on the number of speakers or the length of the Board’s agenda.
    • Speakers will direct all comments to the entire Board as a whole and not one individual Board member. Board members will not respond to questions or engage in a dialogue with speakers. Discussion between speakers and members of the audience will not be permitted.
    • The individual listed on the sign-up sheet must be the individual addressing the Board. Speakers may not read statements or speak on behalf of someone else.
    • Speakers may offer comments or criticisms but should refrain from personal attacks, accusations, or insults directed at the Board, individual Board members, staff, or members of the general public.
    • The laws and policies of North Carolina provide that issues or concerns involving individual personnel matters are confidential, and therefore, not appropriate for public comment settings. Concerns related to personnel issues are properly addressed through the appropriate CMS personnel or other applicable policies.
    • Speakers, including students, may discuss issues and matters of general concern, but should refrain from discussing confidential student information. Concerns related to confidential student matters may be addressed through appropriate CMS personnel or other applicable policies.
    • Profanity or similarly inappropriate language is not permitted to be used.
    • Speakers who violate this Policy may be ruled out of order and directed to leave the podium or microphone muted.
    • Persons who willfully interrupt, disrupt, or cause disturbances at an official meeting may be directed to leave by the presiding officer. Refusal to leave a meeting after being directed to leave by the presiding officer may result in criminal charges in accordance with N.C.G.S. 143-318.17.           

    Public Comments                    

    1. At least once per month at a regular board meeting, the Board will afford members of the public an opportunity to address the Board.
    2. Speakers may address any topic of their choice
    3. Speakers are welcome to offer comments or criticism directed at substantive ideas, actions, or procedures of the Board and individual Board members.
    4. Speakers who sign up to address the Board will be called upon in priority order. The first priority will be for students, the second priority will be for speakers who wish to address items on the agenda, and the third priority will be for speakers who wish to address items not on the agenda. Speakers within the same priority level will be called in the order in which they signed up.

    Public Hearings     

    1. Public hearings are designated opportunities set aside by the Board for members of the public to provide input before the Board takes action on a particular matter (e.g. – a new Board policy).
    2. Speakers may only address the specific topic for which the public hearing has been called.
    3. Students signed up to speak during a public hearing will be called to speak first.
