Board Committees

The Board of Education may be assisted in its work by various board committees, both standing committees and ad hoc committees. The Board chairperson will appoint the chair and members of all board committees. The Board of Education has six standing committees, all listed below. There are currently no ad hoc committees.

Policy Committee
The purpose of the Policy Committee is to review policy proposals and make recommendations to the Board of Education regarding proposals to revise or adopt new policies in accordance with Board Policy B-BPP and Board Exhibit (B-BPP/E). The complete workflow of the Policy Committee is outlined in Board Exhibit (B-BPP/E).

Facilities, Finance, & Operations Committee
The primary purpose of the Facilities, Finance, & Operations Committee is to assist the Board in exercising its fiduciary duty of oversight for facilities, real property, and all non-instructional operations, including overseeing the independent audit of the Board of Education's financial statements, from the selection of the independent auditor to the resolution of audit findings. In addition, the committee will: (1) hear all oversight reports before those reports are presented at a Board meeting, give feedback to the Superintendent and staff, and determine which of those reports should be presented at Board meetings or distributed as executive summaries to the Board; (2) serve as the Board's repository of information about facilities, real property, finance, and non-instructional operations; and (3) present periodic reports to the Board regarding the Board's oversight role in facilities, finance, and operations.

Intergovernmental Relationships Committee (IRC)
The purpose of the Intergovernmental Relationships Committee is to: (1) monitor activities of the governmental bodies with relationships to CMS: The executive and legislative branches of the federal government, the executive and legislative branches of North Carolina, Mecklenburg County, and Mecklenburg County municipalities; (2) devise and draft legislative agendas for Board approval, monitor the progress of the Board's legislative agenda, and submit periodic reports to the Board concerning the legislative agenda; (3) issue recommendations to the Board concerning the Board's response to pending actions emanating from a governmental entity where such actions could potentially affect CMS; and (4) work with the Board to facilitate quick direction and guidance to the General Counsel in situations requiring immediate action in response to an action taken or about to be taken by a governmental entity where such actions could potentially affect CMS.

Student Outcomes Focused Governance (SOFG)
The purpose of the Student Outcomes Focused Governance Committee is to ensure the implementation and execution of the Board’s Student Outcomes Focused Governance (“SOFG”) work. This includes keeping an implementation calendar, overseeing the effective execution of SOFG goals and objectives within the implementation calendar, and recommending goal modifications to the full Board as needed.

Community Capital & Bond Committee
The purpose of the Community Capital & Bond Committee is to ensure capital projects match those priorities described in the bond referendum and the Board-approved Capital Improvement Plan; to make recommendations to the Superintendent and Board of Education on process, priorities, and capital projects; and to facilitate the exchange of information provided to the public in coordination with the Capital Improvement Plan. Progress status reports, from staff departments within the CMS system, will be reviewed quarterly. The Committee will begin each annual session on July 1st of the calendar year and remain in place until the following June 30th.

Community Equity Committee
The purpose of the Community Equity Committee is to ensure fair and equitable educational opportunities for all students. As defined in Board Policy B-EQU, community groups, and individuals are encouraged to nominate and serve on the Community Equity Committee. The Committee will begin each annual session on July 1st of the calendar year and remain in place until the following June 30th.
