The Charlotte-Mecklenburg Schools (CMS) Capital Planning & Real Estate Department consists of Risk Management, Facility Use, Real Estate, Senior Portfolio Managers, and a Capital Planning & GIS Specialist. The department provides service for a district portfolio that is one of the two largest in North Carolina. The district is composed of approximately:
- 23,489,930 square feet of Space (excluding Mobiles/Modulars)
- 5,292.912 Acres of Land
- 183 Schools
- 204 Total Sites/Facilities
- 468 Buildings*
- 947,868 square feet of Mobile/Modular Classrooms & Restrooms
Capital Planning & Real Estate provides property and facilities-related expertise for the school district and excellent customer service to the public. It strives to take facilities-related issues and concerns away from principals' everyday decision-making so that they may concentrate on curriculum and instruction. It provides services to three primary areas – property management activities, external constituent activities and construction management activities, as follows but not limited to:
- General property and constituent activities.
- Serves as a liaison and the link between building services and school staff.
- Inspection of the facilities and ensuring work order entry.
- Meeting with principals and their designees on facilities issues.
- Coordinating repair work with the maintenance shop.
- Coordinating with Environmental Services response to health-related concerns.
- Coordinating small capital projects and donated projects for schools.
- Coordinating with technology, curriculum and instruction, athletics, exceptional children, child nutrition, transportation and other CMS departments.
- Coordinating with executive staff, SLTs, PTAs, Community Use of Schools, state and local governmental agencies, and the general public.
Construction management interaction with capital projects
- Involvement in long-term capital needs assessment and capital improvement plans.
- Serve as a liaison between CMS maintenance and construction management services.
- Participate in new schools and school renovation planning/design meetings.
- Participate in architectural plan review.
- Participate in construction progress meetings between the project manager, architects, and contractors.
- Involved in building systems commissioning, resolution of architectural errors and omissions, construction turnover punch list, and warranty issues resolution.
- Serve as a liaison between principals and the public with schools turning over from construction.
- Act to safeguard the interests of the owner and future tenants of the school.

* Please note that building totals include athletic buildings at all sites. Sites with multiple athletic buildings are counted as one building; they are not counted individually. Some recent projects have reduced site building counts by replacing multiple buildings with multi-level facilities, like West Charlotte High School.
